A vision for a stronger precinct 2

Eli Arroyo's vision for Medina County Precinct 2 is built on service, discipline, and community. Discover how he plans to ensure every voice is heard, guide smart growth, and foster trust through transparent leadership.

Every voice seen, heard, and valued

My biggest hope when I become a Commissioner is that every member of our community feels seen, heard, and valued no matter who they are, where they come from, or how much money they make. I want people to believe in local government again—that we work for them, not just around them. Decisions must be made with honesty, compassion, and common sense, led by leadership that shows up, listens, and acts. I never want to hear that people feel ignored. A community falls apart not because of a lack of resources, but because of a lack of trust.

Smart growth for a thriving future

Medina County is growing quickly, and growth by itself isn’t the problem—unplanned growth is. As county commissioner, my responsibility is to help guide that growth in a way that benefits our communities while protecting what makes each precinct unique. A commissioner doesn’t control private development, but we do control the infrastructure that supports it—roads, drainage, flood control, public facilities, and long-term planning. I would use that responsibility to make sure growth pays its fair share and doesn’t overwhelm existing neighborhoods, farmland, or small towns. That means prioritizing smart road planning, requiring proper drainage and flood mitigation, and coordinating closely with cities, utilities, and emergency services before major development moves forward—not after problems appear. Just as important, I believe in listening to the people who already live here. Growth decisions should involve community input, especially from rural residents and small towns that risk losing their character. Protecting agricultural land, historical areas, and local businesses isn’t anti-growth—it’s pro-community. My goal is balanced growth: development that strengthens our tax base and services, while preserving our rural roots, our history, and the quality of life that makes Medina County special in the first place.

Open communication builds trust

When elected, one of the first big things I would bring to Precinct 2 is open, consistent, and honest communication between the people and their county government. I want residents to know what’s happening, why decisions being made, and how they can have a voice before—not after—those decisions are finalized. Beyond communication, my focus would be on being present and accessible. That means regular town halls, community meetings across the precinct, and clear channels for residents to raise concerns about roads, drainage, public safety, or development. People shouldn’t have to chase their commissioner to be heard. I would also prioritize listening first before acting. Precinct 2 is diverse—rural areas, small towns, and growing neighborhoods all have different needs. My job is to understand those differences and advocate for solutions that fit the people who live there, not one-size-fits-all policies. Open communication builds trust, and trust is what allows us to make better decisions together—decisions that protect our quality of life, respect our history, and prepare our community for responsible growth.

Together, we can build a stronger precinct 2
